Senate Committee Reviews Progress on M6, M9 Motorways; Highlights Financial Mismanagement

The Senate Standing Committee on Communications, chaired by Senator Pervaiz Rasheed, convened on Wednesday to assess the progress and future plans for key infrastructure projects, focusing on the M6 and M9 motorways. The session included senior officials from the Ministry of Communications and the National Highway Authority (NHA), who provided updates on ongoing developments and financial concerns.

Key Highlights:

  • M6 Motorway Development:

    • An international consultant recommended dividing the M6 into five sections for better management.

    • The Islamic Development Bank (IDB) has shown interest in funding three sections, with a delegation set to visit next month.

    • Pakistan has shared the feasibility study for an alternative M9 route with Azerbaijan, following Prime Minister Shehbaz Sharif’s visit.

  • Financial Mismanagement in Land Acquisition:

    • NHA Chairman revealed that funds allocated for M6 land acquisition were transferred to the Sindh government but were misappropriated by some deputy commissioners.

    • The National Accountability Bureau (NAB) has recovered Rs3.2 million of the Rs5.7 million embezzled.

    • Senator Pervaiz Rasheed expressed concern, calling it an unprecedented case of a government official absconding with public funds.

  • Infrastructure Funding and Project Status:

    • The Ministry of Communications presented its Public Sector Development Programme (PSDP) for 2025-26, covering 105 projects worth over Rs240 billion.

    • The Ministry of Finance has released Rs56 billion for the second quarter, with an equivalent amount expected in the remaining quarters.

  • Concerns Over Delays:

    • Senator Saifullah Abro questioned the maintenance of the M9 motorway.

    • Senator Maulana Abdul Wasi urged expedited work on the DI Khan-Kuchlak-Zhob Highway due to its strategic importance.

The Senate committee’s review highlighted both progress and challenges in Pakistan’s motorway projects. While international interest in infrastructure development is promising, financial mismanagement remains a concern. The government’s commitment to resolving these issues and ensuring timely project execution will be crucial in advancing national connectivity.
