A Clearer View of Pakistan’s Counterterrorism Efforts

Peeling off the Onion of Misinformation

Perceptions are determined by stories in the intricate war against terrorism. Pakistan is stressing on strategy, discipline and national commitment for a long time. Against this backdrop, Pakistan has been destined to counterterrorism mischaracterization by recently released Amnesty international report of drone strike in Khyber Pakhtunkhwa. However, when such assessments are biased, unbalanced, and devoid of finer details, they skew the ground realities and dismiss the efforts of all those who make sacrifices, whether of the security personnel or the Pakistanis as a whole.

Failure of Human Rights Reporters

First, the report produced by the Amnesty International biases the reality of anti-terrorist efforts performed by Pakistan. It decreases the nuances of contemporary terrorism, more recently in such places as Khyber Pakthunkhwa, where insurgents tend to mix with populations. The horrific consequences of the threat of terrorism such as the use of human shields by terrorists, an abominable challenge against both international and the Islamic norms, is eloquently left out. The report does not appreciate that this is one of the strategies being used and this is the reason the blame is directed at those fighting the terrorists instead of those committing the acts of terrorism.

Additionally, the report writes off the drone activities which are perpetrated by the Pakistani state and goes on to ignore the high-tech off the shelf quadcopters used by Khawarij-linked terrorists in attacks and propagandas. These drones are obtained out of the legal measures of Afghanistan across the border and tend to work under the authority of the state. As a matter of fact, they form a bigger strategy of a hybrid warfare which is deployed to neutralize the Pakistani military. The lack of voice on this aspect is not only deceiving but also protects the criminal and disarms the masses in believing in authenticated facts.

The Cross-Border Factor: RAW and Regional destabilization

Of equal concern to the report is the fact that it does not address the issue of foreign involvement particularly the activities of the Indian intelligence (RAW) that arms and guides terrorist organizations in Afghanistan. The infiltration of drones, explosion devices, and communication gears into Pakistan across the uncontrolled tribal regions has been repeatedly reported by the Pakistani intelligence assessments. However, this situation is not reflected in the findings of Amnesty.

Therefore, the actual question is the following: whether it is possible to conduct a credible assessment without observing the transnational phenomenon of the nature of global terrorism and the underground networks of funding it? Without taking an account of such factors, any opinion about Pakistan’s operations is biased and pointless.

Pakistan and counterterrorism

Contrary to the accuse of discriminating violence, security forces in Pakistan have demonstrated amazing restraint and accuracy during risky operations. All the operations in volatile areas like whether in South Waziristan, Khyber, or Kurram are actionable intelligence-based and more so with the intention of reducing civilian deaths. Civilians are the holy component of the operating doctrine of Pakistan and the innocent are never secondary in the equation.

Indeed, the most recent successful campaigns of South Waziristan and Kurram depict this cautious procedure. The repelling of a big Tehrik-i-Taliban Pakistan (TTP) attack to Ladha and the killing of high value targets like Wajid Gul and Hafiz Abdul Wakeel prove the readiness of the military, their discipline and the wise use of strategy. These are not just acts of force, but they are necessary measures to maintain peace and sovereignty of nations.

The United State Response: Military, Civil, and Ideological Aspects

Besides its military approach, Pakistan has incorporated the comprehensive model of combating terrorism. This also incorporates ideological counteracts to extremist propaganda. TTP and so-called Islamic State-Khorasan Province (ISKP) misrepresent religious teachings to rationalize their violence. Pakistani state together with religious scholars and civil society is in a battle to reclaim the narrative of Islam which has been taken up by these groups.

Moreover, the army does not work in vacuum. All these operations are done in complete collaboration with the civilian authorities to make sure that there is rehabilitation, development of infrastructures and outreach to educate people in post-conflict areas. Pakistan response as such is not a reactive one; it has its key in long-term stabilization and desensitization measures.

Domestic stability can bring Regional Peace

Here, it is imperative to state that counterterrorism activities in Pakistan go beyond safeguarding internal security. Safe havens and extremist bases (particularly along the borders) must be destroyed to achieve regional peace. The stability of South Waziristan and Kurram will help in minimizing the chances of terrorist spillover to other jurisdictions making Pakistan a responsible player in the region.

Deception of the FAK, Civilians as Canons: Terror Manipulation

It is one of the saddest falsifications of the discourse on the globe in general, namely, the falsification of the image of such groups as FAK as the guards of civilians. The reality is that FAK exploits the aspect of religion and compels local communities to bow their knees. Their so-called promises of safeguarding the civil population are meant to mislead, coerce, and to brag.

The military action in Pakistan happens to be exactly the one that sets freedoms to such people against the evil crimes they must face through such groups. The basis of the right to moral power that FAK claims is founded not on truth, but because of fear, falsehood and force. The local population, as well as the global one, is an absolute necessity to be aware of this ruse and fight on the side of the ones who truly strive for peace and development.

The People Support: A Prevalence of a National Unity

Overall, regardless of unceasing propaganda of terrorist organizations and unfair international reports, the citizens of Pakistan continue to support their armed forces. In conflict zones, it is now their fourth vote of confidence in the military operations by the communities to stand out and disassociate with extremist narratives. This solidarity between the state and the citizens is an essential asset, in the war against terrorism.

Crossroads of Balanced Discourse

To summarize, the Pakistani campaign against terror shows an evenhanded, gradual and ethical fight against an exceptionally convoluted issue. Distorted accounts (as they may be) and partisan accounts that are untrue do violence to truth and threaten the precarious peace that has been achieved at a cost.

Human rights organizations and international observers should work with all the parties and evaluate the whole picture. Then and then only can they contribute to peace, justice and human dignity. It is the right time to correct the wrongs and strengthen the efforts to help Pakistan in achieving safer and more secure future.
