EU Ends Economic Sanctions on Syria Amid Political Shift

The European Union has officially lifted its economic sanctions on Syria, aligning with a similar decision made by the United States last week. This strategic policy reversal marks a major turning point for the war-torn nation, as it transitions into a new era of governance following the ousting of long-time president Bashar al-Assad in December.

EU foreign policy chief Kaja Kallas announced the decision on Tuesday after ministerial meetings in Brussels. “We want to help the Syrian people rebuild a new, inclusive and peaceful Syria,” she wrote on X (formerly Twitter). She emphasized that the EU has consistently supported Syrians over the past 14 years and will continue to do so through political and financial support.

The sanctions, imposed during Assad’s regime between 2012 and 2013, primarily targeted Syria’s transport, energy, and banking sectors. Their removal is expected to significantly ease Syria’s access to international financial systems and stimulate economic recovery.


Damascus Welcomes Support, Calls for Unity

Syria’s interim government welcomed the EU’s move, with Foreign Minister Assad al-Shaibani expressing gratitude, stating that the removal of sanctions would strengthen Syria’s security and socio-economic stability.

“This is a critical moment for our people,” al-Shaibani said. “We appreciate the EU’s recognition of the need to work together for a peaceful and inclusive future for Syria.”

Al Jazeera’s correspondent Hashem Ahelbarra noted that the EU’s decision signifies formal acknowledgment of Syria’s new leadership and its potential for political and economic reform. It also opens the door for renewed financial transactions necessary for rebuilding national infrastructure and stabilizing the country.


Sanctions Eased, but Conditions Apply

While the EU’s economic sanctions are being lifted, officials confirmed that certain restrictions will remain. Measures prohibiting arms sales and tools for civilian repression — primarily aimed at former regime figures — will stay in effect.

Additionally, the EU is preparing new targeted sanctions against individuals accused of inciting sectarian violence, particularly after recent deadly attacks on the Alawite minority. Diplomats stressed that the lifting of broader economic restrictions is conditional upon Syria’s progress towards democratic governance and minority rights protections.

Germany’s Foreign Minister Johann Wadephul reinforced this stance, stating: “We want to make a fresh start with Syria, but expect inclusive governance involving all religious and ethnic groups. A united Syria must shape its own democratic future.”

This follows the EU’s earlier step in February when it suspended selected sanctions in key economic sectors. Should the interim government fail to honor its commitments, the bloc may reinstate certain penalties.
