Govt Makes Major Change to Hajj Policy

The government has announced a significant revision to Pakistan’s Hajj policy, aimed at making the pilgrimage more accessible, transparent, and affordable for citizens. This move comes after years of public feedback regarding rising costs, limited quotas, and lack of options for applicants. The changes are being positioned as a way to ensure inclusivity while addressing the logistical challenges faced during past Hajj operations.

Officials explained that the new policy introduces a restructured quota system, enhanced digital application processes, and new financial facilitation measures. By prioritizing both first-time applicants and underprivileged citizens, the government aims to make Hajj participation more equitable. Furthermore, collaboration with airlines, banks, and Saudi authorities is being strengthened to streamline travel, accommodation, and guidance services for pilgrims.

The revised policy focuses on inclusivity and affordability

A core highlight of the new Hajj framework is the introduction of financial support options, including installment-based payment plans and lower upfront deposits for applicants. This measure is expected to ease the financial burden on middle- and lower-income groups who previously struggled to manage lump-sum payments. At the same time, subsidies are being targeted toward deserving categories, ensuring that resources are directed toward those who need them most.

The government has also emphasized that affordability does not come at the cost of quality. Pilgrims will continue to have access to standardized accommodation, catering, and transport services, with new monitoring systems in place to ensure compliance with service standards.

Digital reforms are set to streamline the application process

For the first time, the policy mandates a fully digital application and tracking system, enabling citizens to submit forms, upload documents, and monitor status updates online. This reform is intended to eliminate unnecessary delays, reduce paperwork, and increase transparency in the selection process. Applicants will also be able to receive notifications and updates through SMS and mobile apps, minimizing the risk of miscommunication.

By linking directly with banks and Saudi Hajj systems, the digital platform will make payments, flight scheduling, and accommodation allotment more efficient. These steps are expected to drastically cut down on administrative errors and improve the overall experience for pilgrims.

Quotas and priority allocations have been adjusted

Another major change in the new policy is the restructuring of quota allocations. First-time applicants will now receive priority in the balloting process, ensuring that more citizens get the opportunity to perform Hajj at least once in their lifetime. Additionally, a portion of the quota will be reserved for low-income individuals under government-supported schemes, with transparent criteria for eligibility.

The policy also introduces a more balanced distribution between government-managed and private Hajj operators. This aims to create healthy competition and improve the quality of services offered, while giving citizens more choices to select a package that best suits their budget and preferences.
